Good chance they were born with a mental or physical disorder and are unstable to the point of not being able to find work, or they have developed a similar complex from trauma over the course of their life (like veterans), or they've been one of the many unlucky and innocent victims of the recession who have lost work, becoming unable to afford a home. Are any of these reasons to punish the person further? Pretty sure the world is giving them enough to handle without you being an asshole.
