As a photographer living in a large city I've had quite a few people yell at me for taking photos of buildings / scenes within the city when they just so happened to be walking by (and one case of a person trying to take my camera from me and threatening to smash it).

Even if he wasn't taking a picture of his family, photography is not illegal on public property and if you're in a public space you have no reasonable expectation of privacy. You're well within your rights to be a jerk and make a sarcastic remark if you see a camera lens pointed at you in public, but the person on the other side of the camera is also well within their rights to think you're a paranoid and/or narcissistic freak and shrug you off.

I have had cameras pointed in my direction (not necessarily at ME) many times where I live, and since I'm not conceited enough to assume everyone wants a pic of me, I'll just turn away or ignore it unless I'm sure they are intending to take a picture of me. In which case, I usually just cover my face, turn around, or look at them so they know I notice it.

There's no need to be a bitch about it unless they're acting like a paparazzi, but of course you're not famous or important enough to experience that, so forget about it.
